Arunachal Pradesh's emergence as India's Best Performer in startup rankings (alongside only Gujarat and Goa) is one of 2025's biggest ecosystem surprises. The state's Startup Policy 2022-23 combined with APIIP (Arunachal Pradesh Innovation & Investment Park) has created India's most supportive frontier startup environment.
APIIP, established in August 2021 with IIM Calcutta Innovation Park as knowledge partner, is the state's first marquee incubator. The funding stack is comprehensive: Rs 5 lakhs Idea Support Grants for 50 startups annually, SISFS seed funding up to Rs 20 lakhs, and state-backed PoC grants up to Rs 10 lakhs. The policy targets 100 startups for prototype funding over five years.
