The Startup Manipur initiative under the 2018 policy targets 1,000 tech startups with 221 already DPIIT-recognized. The Manipur Startup Venture Fund (MSVF) with NEDFi provides Rs 3 lakhs for innovative ideas and up to Rs 100 lakhs (30% grant) for scale-up. Focus areas reflect local strengths: handloom (Manipur's famous weaving tradition), handicrafts, organic farming, and bamboo innovation.

For founders, Imphal offers: Act East connectivity (direct flights, road to Myanmar), traditional industry digitization opportunities (Ima Keithel has 5,000+ women vendors needing digital platforms), government funding through MSVF, and 60% lower costs than metros.
